Projects


CIDS is implementing several Building Integrity (BI) projects in Southeast Europe and Ukraine.

The projects are based on comprehensive needs analysis and assessments on the actual state of the integrity system in the defence sector of each country. These assessments were carried out in the framework of the NATO Building Integrity program, and describe the risk of corruption in the defence sectors of nine countries in Southeast Europe: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Romania, Serbia and Kosovo. The Norwegian Agency for Public Management and eGovernment (Difi) was responsible for carrying out the assessments on behalf of the Norwegian Ministry of Defence and CIDS.

Defence against corruption. The risk of corruption in 9 countries in Southeast Europe summarises the findings of the country reports. In general, the report concludes that the efforts to combat corruption in this region leave an ambiguous impression. On the one hand, the scale of the measures that have been initiated is remarkable. These have been implemented across a broad front and include the constitutional order of the state (for example, parliamentary control of the executive branch) as well as internal arrangements in the public administration (including system for procurements and personnel policy). A large number of anti-corruption bodies and ombudsman arrangements have been established and the growth in legislation intended to promote integrity in state administration has been almost explosive. On the other hand, and despite all the measures that have been implemented, the prevailing view is that there is still large-scale corruption and that this hinders economic and social development in the region.

The findings of the country reports provided the basis for tailored projects designed to address the identified weaknesses and shortfalls of the integrity system in the defence sector.
