web_Bø During the vweb_Bø4isit to Kyiv on 15th – 17th of June, 2015, the Norwegian State Secretary of Defence Øystein Bø and his Ukrainian counterpart, Deputy Minister of Defence Petro Mykolajovich MEHED, signed a Protocol of Intent between the Ministry of Defence of Ukraine and the Ministry of Defence of Norway on design and implementation of the agreed project on reducing the corruption risks in the Human Resources Management (HRM) system in the Ministry of Defence of Ukraine.
The project will be carried out by CIDS over a period of four years and was originally agreed in January 2015. Preparations and cooperation between the two project teams – one in Oslo and one in Kyiv – is already well under way. CIDS has, as part of the implementation, established a project office in Kyiv and engaged local experts in support.
The project will start with a systematic mapping of the current situation, compare it to the established international standards and principles, and then design a package of measures to align the HRM system in the Ministry of Defence of Ukraine with the appropriate international standards. The baseline here will be EU requirements (SIGMA).
