Francisco Cardona

Francisco Cardona is a renowned international expert focused on designing and assessing (M&E) civil service and public administration reforms, administrative law and administrative justice, anticorruption policies and institution building. His experience stretches from his native Spain, where he developed a career within the civil service, to international organisations such as the OECD, SIGMA Programme, where he spent 15 years as a senior policy analyst in public governance, and as an adviser to a host of some 25 transition and developing countries in Eastern Europe, Africa, Latin America and the Caribbean region. Francisco joined the CIDS in 2013 as an associate international expert. He has a background education as a lawyer (Valencia University, 1976) and several master degrees in public administration. He enjoyed a Fulbright research scholarship in California, USA and is fluent in English and French, apart from in his native Spanish and Catalan.


Odd Berner Malme

Odd Berner Malme is a peace and security professional who has enjoyed a distinguished career spanning the Norwegian security sector. He is currently senior adviser in the Norwegian Police Directorate and an associate expert at CIDS. Malme graduated from the Police Academy in 1970 and has since held several leadership positions, including Assistant Director General in the Ministry of Justice, Assistant Commissioner of Police, and Deputy National Police Commissioner of Norway. He has also gained extensive international experience from working abroad. He was Special Adviser for the United Nations International Independent Investigation Commission (UNIIIC) in Lebanon, Minister Councellor at the Permanent Mission of Norway to the UN in New York, Senior Adviser and funding member of The Global Initiative against Transnational Organized Crime, and Head of Law Enforcement OSCE Mission to Serbia. Malme has also taken on a number of special assignments, including Head of Project for the National Schengen Information System (SIS), Head of Project Milestone for the National Project Combating Heroin Trafficking from Afghanistan, and served as member of the International Police Advisory Committee to the UN. As Deputy National Police Commissioner (2001 – 2007) he was engaged in leadership of the biggest reform ever in the Norwegian Police Service.

Malme is a graduate of the FBI National Executive Institute (2005).


Roman Rukomeda

Roman Rukomeda, a political scientist and an expert on national security and energy issues, joined CIDS following a one-year engagement as personal assistant to the Deputy Secretary of the National Security and Defense Council of Ukraine. He has more than 10 years of experience working in public service, having held positions at the National Institute for International Security Problems and the National Security and Defense Council of Ukraine. Prior to that, he worked at NJSC Naftogaz of Ukraine and the Ukrainian Democracy Foundation “People First”. Mr. Rukomeda has also worked as a reseacher at the National Institute for Strategic Research. In this capacity he conducted research on the foreign relations of Ukraine; the Black Sea and Caspian Sea; emerging global energy trends and their influence on Ukraine; and a number of other international security issues.

Mr. Rukomeda graduated from the National University of Kyiv in 2002 with a master´s degree in political science. In 2007 he was awarded a Ph.D. in politics. His thesis was entitled “Neo-Eurasianism in Russia’s modern policy”. Mr. Rukomeda´s work has been published in a wide range of international newspapers, magazines and scholarly journals.


Viktor Soloviov

Viktor Soloviov is a regional expert at CIDS and part-time professor at Taras Shevchenko National University in Kyiv. In addition he works as assistant-consultant/committee secretary to the People’s Deputy of Ukraine. Previously he was a chief consultant in the Administration of the President of Ukraine. He has also been head of the Anti-corruption Division of the National Security and Defense Council, where he was responsible for overseeing the implementation of NATO’s Building Integrity programme, and part-time assistant professor of public administration at the Diplomatic Academy of Ukraine (2010-2012) and assistant professor at the National Academy for Public Administration (2005-2007).

Mr. Soloviov graduated from the National Academy of Internal Affairs in 2002, obtaining the degree Master of Laws (Hons). He received his first PhD from the National Academy for Public Administration in 2006. In 2013 he completed his second PhD entitled “Preventing and counteracting corruption in public administration” at the Legislation Institute of the Verkhovna Rada of Ukraine.

He is the author of more than 60 articles in the field of public administration and anti-corruption.


Nadiya Vershygora

Nadiya Veshygora is the administrative coordinator at CIDS´ Project Office in Kyiv. Previously she worked as an assistant to the Norwegian Defence Attachè in Ukraine (2010-2015) and as a visa and consular assistant at the Norwegian Embassy in Kyiv (2005-2010).

Ms. Veshygora holds a BA in international relations from the Kyiv Academy for Humanities.


Damir Ahmetovic

Damir Ahmetovic is a public administration expert with more than thirteen years of regional experience, mainly in the area of human resources management. He has worked for a number of international organisations and companies, including UNDP, SIGMA, ReSPA. During his time at UNDP, Mr. Ahmetovic played a key role in setting-up and developing the Western Balkans HRM Community of Practitioners in the Civil Service (2006) – an initiative currently managed by the Regional School of Public Administration (ReSPA). In 2011, Mr. Ahmetovic was employed as the regional HRM expert for the Norwegian Directorate for Public Management and e-Government (Difi) and he is currently CIDS´ regional project coordinator/public administration expert.

Mr. Ahmetovic holds a master´s degree in Human Resources Management (HRM) from the University of Canberra and has also completed studies in Malaysia.


Ahmet Alibašić

Ahmet Alibašić holds Ph. D. in Political Science and has over 15 years of professional experience in teaching (Universality of Sarajevo) and international consultancy in Public Administration Reform in East European countries (Russia, Serbia, B&H, Kosovo), Democratization and Transparency Policies, and Transitional Justice in the Former Yugoslav Republics. He is a Senior Associate at the Democratization Policy Council and has been on a number of scholarship and grant programs with the US State Department, Tempus, Open Society Fund, School of Advanced Studies in the Social Sciences (EHESS) in Paris, etc. Most recently he worked as key national expert on Difi’s project “Building Integrity in Defense Sector in BiH: Gap Analysis” (2012-13).


Anela Duman
Public Procurement Expert

Anela Duman is a public procurement specialist with over fifteen years of experience in the Western Balkans. She led procurement reform in the post-war administration of Bosnia and Herzegovina, and took also part in similar efforts in Kosovo and Montenegro, including with the Regional School of Public Administration. Besides handling public contracts from the government’s side, she has a rich experience with companies and private sector development, including as staff of IFC/WB and the Italian Commission for Foreign Trade. Anela studied law in Sarajevo, and specialized in e-procurement and procurement management at the Tor Vergata faculty of economics in Rome. She works in English, Italian and her native Bosnian/Croatian/Serbian.

Rajko Radevic

Rajko Radevic joined CIDS in January 2015 as a local expert and team leader for the Building Integrity Project in Montenegro. He has got extensive project management experience. In the period 2007-2011, he worked as a research fellow at a leading think tank in Montenegro where he managed projects on security sector reform, NATO enlargement, and integrity building. Between 2011 and 2014, he was the local project manager for the Defence and Security Sector Reform Project (DSSR) financed by the Norwegian Ministry of Foreign Affairs. Most recently he was a part of the project covering nine countries in South East Europe within the framework of NATO´s Building Integrity initiative. In this capacity Mr. Radevic was responsible for the analysis that aimed to identify institutional risk factors in Montenegro´s defence and security sector.

Mr. Radevic attended high school in Washington State and obtained BA and MA degrees in Diplomacy and International Relation from the Faculty of Political Science in Belgrade. During his postgraduate studies he received a scholarship from the Norwegian Embassy and completed his thesis at the Norwegian Institute of International Affairs (NUPI). Mr. Radevic is currently enrolled in a doctoral programme in International Security at the Faculty for Social Sciences, Ljubljana University. He has also been a fellow at several leading research institutes in Norway, Slovenia and Serbia, and has contributed to many conferences in Europe and the United States.



Florian Qehaja

Florian Qehaja is the team leader of two CIDS projects in Kosovo: “Support to the System of Human Resources Management” and “Strengthening the Integrity Framework”, both in the Ministry of Kosovo Security Force. He is an expert on Security Sector Reform (SSR) and NATO Integration. Mr. Qehaja is the author of several publications in the field of security sector reform, foreign and security policy, defence and intelligence reform, rule of law and regional cooperation. As an international consultant, he works closely with leading international governmental and non-governmental organisations and is frequently invited to speak at international seminars and conferences.

Florian Qehaja holds a post-doc from Columbia University and a PhD from the Faculty of Social Sciences (Department of Security Studies), University of Ljubljana. He received his bachelor´s degree in Law from the University of Prishtina and holds a master´s degree in Contemporary European Studies from the University of Sussex. Mr. Qehaja has been awarded the UK Chevening scholarship and the US Fulbright scholarship.
