Through more than 105 national chapters worldwide and a secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

TI’s Defence and Security Programme
TI’s Defence and Security Programme (TI-DSP) is led by Transparency International UK (TI-UK). TI-DSP works to improve transparency and reduce the levels of corruption in the defence and security sector. By fighting corruption and promoting transparency, integrity and accountability, TI-DSP contributes towards the achievement of the Millennium Development Goals.

TI-DSP strengthens civil society’s ability to engage constructively on defence, and provide expertise for those playing a monitoring and oversight role. Through its research programme, it develops new tools and benchmarks to implement anti-corruption change and build knowledge and expertise on defence and security corruption.

Activities
TI DSP’s Building Integrity / Anti-Corruption (BI/AC)training course aims to strengthen the foundation for leadership, integrity, good governance and change management for defence and security leaders around the world. Since 2008, TI-DSP has successfully trained over 600 participants from 27 nations.

Partners and cooperation
TI-DSP works constructively with national defence and interior ministries and armed and police forces to build integrity and reduce corruption. It collaborates with international organisations such as the North Atlantic Treaty Organisation (NATO), the United Nations (UN), the African Union (AU) and the Economic Community of West African States (ECOWAS) to develop tools and approaches that reduce corruption risks. It encourages defence companies to collaborate internationally to enhance the integrity of international tendering.

United Kingdom
TI-DSP is currently the UK Defence Academy’s key delivery partner for the UK’s Building Integrity Programme. Run by the UK Defence Academy, the Building Integrity programme aims to ensure effective upstream interventions, knowledge transfer and capacity building to reduce the risk of corruption in the defence and security sector in Building Stability Overseas Strategy (BSOS) priority countries.

Norway
TI-DSP also works closely with the Norwegian Ministry of Defence (NOR MoD). TI-DSP provides high-quality advice to the NOR MoD on building integrity and anti-corruption measures, and the NOR MoD actively uses TI-DSP’s benchmarking tools to strengthen its domestic integrity system. The NOR MoD is currently developing an integrity plan for its domestic defence sector using one of TI-DSP’s benchmarking tools. CIDS is the national executing agent for this process.
